Which EU countries have transposed the AVMSD into national legislation?

The Audiovisual Media Services Directive (AVMSD) was last revised in autumn 2018. The European Commission set the deadline for transposition into national legislation as being the 19 September 2020.

The following table shows the actual state of play in each EU Member State.

This table presents a purely informative overview of the process of implementation of the Audiovisual Media Services Directive 2018/1808 into the national legal systems of the 27-EU member states and in the UK. In the case of Belgium, the Flemish, French and German speaking communities were represented separately.

The legal texts listed in the table include final adopted laws and decrees, as well as draft proposals published as part of national consultations, presented or currently debated by the member states’ legislative bodies. The implementation process can be considered complete only once it has been formally notified to the European Commission by the Member State in question. The state of notification as presented in the TRIS and MNE databases is included in the table where available. 

The work of updating the table is carried out by the European Audiovisual Observatory through desk research and input from its network of national experts. Any contribution for the update of the table is very welcome and can be sent to [email protected].
The final texts will feed the AVMSDatabase of the EAO.

  • A unified version of the relevant legislation, including the new AVMSD provisions, has been prepared and the CRTA’s (media regulator) legal department is currently preparing the amending draft bill in order to run a public consultation with the relevant stakeholders.

    On 30 April 2020, the draft Law for amending and supplementing Law no. 504/2002 was withdrawn from the public consultation procedure, which will be reanalysed in relation to the opportunity of regulation and the need to implement Directive 1808/2018 on audiovisual media services. In this respect, a possible transposition of the said Directive will be subject to public consultation only after consultations with all stakeholders, namely media representatives: http://www.cultura.ro/proiect-de-lege-6
