This new report - Film and TV content in TVOD, SVOD and FOD catalogues - was authored by Christian Grece, TV and VOD Analyst within the Observatory’s Department for Market Information. The VOD catalogue data comes from JustWatch and covers 1 128 VOD catalogues for film data and 674 VOD catalogues for data on TV seasons in 25 EU countries (no data on Cyprus and Luxembourg). N.B. The word ‘European’ in this press release and report refers to data concerning the 46 Council of Europe Member Countries. The report is supported by the Creative Europe Programme of the European Commission.

Main findings:

  • Out of the 2.3 million works available in Video on-Demand (VOD) catalogues across the EU, 32% were of European origin. Works produced in the EU27 accounted for 22% of this figure, while works produced in other European countries accounted for 10%.
  • On average, 15% of works in VOD catalogues were of EU non-national origin. Subscription VOD (SVOD) catalogues had the highest proportion of EU non-national works at 18%, as pan-European SVOD services made their European content available across most of the countries in which they operated.
  • With 12%, Free on-demand (FOD) catalogues showed the highest proportion of national works of all three business models, as national broadcasters made their linear broadcast content available via their online services. On average, national works accounted for 6% of all works across the three business models.
  • The share of EU works is much higher for films, at 23%, than for TV seasons, at 15%. The shares of national films and TV seasons are equal at 6%. However, EU non-national films made up 17% of all films, whereas EU non-national TV seasons accounted for only 9% of all TV seasons in VOD catalogues.

Methodology:

  • For film data, 216 TVOD catalogues, 794 SVOD catalogues and 118 FOD catalogues in 25 EU countries were analysed based on JustWatch catalogue data. The data was collected in June 2024 and the titles were matched through databases with their countries of production. The consistency of data is obtained by matching each entry of each catalogue with a unique original title.  
  • For TV season data, the analysis was based on JustWatch data from 148 TVOD catalogues, 431 SVOD catalogues and 95 FOD catalogues in 25 EU countries. The data was collected in June 2024 and the TV seasons were matched through databases with their countries of production.
  • For the origin of a title, only the first country of production was considered. This approach is a proxy, as in a limited number of cases, minority coproductions can be considered as national productions under co-production agreements.
  • Four regions of origin are considered: “EU27” titles have an EU27 country as first production country (with a split between EU national and EU non-national for presences). “Other European” titles have as a first production country a European country that is a member of the Council of Europe, “US” titles are from the United States of America and “Non-US/non-European” designates titles from all other origins.  
  • The shares included in this report are only indicative and minor identification errors might have occurred: About 1% of all titles are not identified and are not included in the statistics presented in this report. Minor rounding adjustments in the shares by region of origin have been made.
