Audiovisual media services are crossing borders. But who regulates which services and according to which rules? Juristication stands at a crossroads! So let's do some pathfinding...

The European Audiovisual Observatory invites you to next year's Brussels conference! Europe’s audiovisual landscape has clearly reached a crossroads. It's now five years since the AVMSD was revised. Brexit has trasformed the playing field. Against this background we observe that pan-European on-demand platforms are now booming. New distribution models, global platforms, and sharper cross-border enforcement challenges are putting pressure on current audiovisual rules in Europe. The once-stable country-of-origin principle is being questioned. How can the jurisdiction of audiovisual services in Europe adapt to cover these new market and legal challenges?

This conference brings together key actors to explore how Europe should navigate this shifting terrain. Let's explore both the market realities and regulatory challenges that influence today’s cross-border audiovisual ecosystem.

Thanks to our scene setting keynotes, high-level panels and one-to-one conversations you'll get a chance to dive into the latest market developments, EU media law updates, and the growing influence of online platforms and VOD services. This event will bridge perspectives from policymakers, academics, and the private sector — creating a truly cross-over dialogue on the future of Europe’s audiovisual space.

What questions will we be asking? Some of the key points open for discussion are:

  • How important is the cross-border distribution/exploitation of audiovisual services from an economic standpoint?
  • Are new audiovisual services such as FAST channels different in terms of distribution models?
  • How do recent EU regulations—such as the Digital Services Act (DSA), European Media Freedom Act (EMFA), Political Advertising Regulation, Platform-to-Business Regulation, and AI Act—interact with existing jurisdictional rules?

This free entry public conference will take place in Brussels on Thursday, 5 February 2026.

networking buffet lunch will be held from 12.00 to 13.00 and the actual conference takes place from 13.00 – 15.00.

The event will take place at the Representation of the Free State of Bavaria to the European Union, 77, rue Wiertz, 1000 Brussels.
