The European Commission will review the Audiovisual Media Services Directive (AVMSD). This legal text contains the rules covering everything from television to streaming services to video sharing platforms such as YouTube. So this is a major exercise!
The consultation with the EU member states countries and professional organisations is underway, with European Commission's conclusions expected in 2026. So the time is right to join the debate!
The European Audiovisual Observatory, part of the Council of Europe, invites you to Vienna this summer to our free access public conference. It will be held on Wednesday, 4 June, at 14:30 – 17:00 at Parkhotel Schönbrunn, Hietzinger Hauptstraße 10-14, 1130 Vienna.

We'll be looking at the different concepts of European Union media law instruments, including those in the AVMSD, that apply to media services. The key question here is one of definition. How the various media services are defined in the first instance will determine which rules apply to them. And the coherence and fairness of the overall legislative frame is a hot topic of the review process.
We'll be asking:
- Which rules apply to the various different providers of audiovisual media services?
- How do the definitions of the different services differ between the current legal texts: AVMSD, EMFA and DSA. And should these rules be consolidated?
- (How) should advertising regulation evolve in the age of influencers?
